Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Change Order No. 3 to the Water Reclamation Facility Upgrades & Expansion Project.

Background
The Board of Mayor and Alderman passed a resolution to award a contract on July 10, 2018 for the Water Reclamation Facility Modifications & Expansion Project to Kiewit Infrastructure South Co. (Kiewit). The amount of the contract entered in to by the City and Kiewit was for $132,890,000.00 (which included an Owner's contingency amount of $4,000,000.00). The project specifications have a substantial completion date of February 20, 2022 and a final completion date of May 26, 2022.

During the course of the project to date, the need for various changes to Kiewit's scope became apparent to include work not captured in the original contract, changes due to alternative items of equipment, or to realize savings to the City. Those changes are memorialized in Construction Change Authorizations (CCAs), Request For Proposals (RFPs), and Change Proposals (CPs) issued by CDM Smith and the City, and formalized in this Change Order No. 3.

The attached Change Order No. 3 reflects these changes that have been encountered to date and are summarized below:
* CCA No. 9: remote HVAC indication
* CCA 12: Equalization tank finished grade revisions
* CCA 20: waste gas burner flame CP revisions
* CCA 22: delete combustible gas monitor
* CCA 26: revised headworks hatch dimensions
* RFP 4: jet mixing system revisions
* CP 3: fabricated softened water tanks
* CP 9: auxiliary power & controls to combined heat & power generator
