Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Parkview Drainage Study

Background
Localized flooding in the Parkview Drive / Evans Street area has been a problem for many years within the City of Franklin. The existing infrastructure is undersized and inadequate to handle small storm events. Infill development in this area has increased the awareness of the problem and filled in areas of natural detention within the basin. This infill development and increased runoff have created the need for an improved stormwater conveyance system. This area has been studied numerous times, dating back to 1982, and the results are always similar. The purpose of this memo/report is to provide recommendations to the Board to determine if and how to proceed with a possible capital project. The studies have been attached for review.

Financial Impact
Option 1 - The estimated cost is around $17,000,000 and includes a full rebuild of all utilities within Church Street and Evans Street

Option 2 - Estimated cost is around $10,000,000 and would include building storm infrastructure from Sharpes Branch to Evans Street. This project may not be possible given the urban constraints and existing floodplain within the area. This cost does not include the proposed water/sewer project that would be needed on Church Street at an estimated cost of $2,000,000.

Option 3 - The estimated cost is around $5,000,000 and includes the construction of a pump station and force main. Engineering/public works staff do not generally support the installation of pump stations due to long term operations and maintenance concerns. This cost does ...
