Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with C&T Engineering and Inspection, LLC (C&T) for construction administration services for the East McEwen Drive Roundabout Improvements project.

Background
In early 2017, the BOMA approved a PSA to design improvements to the dual-lane roundabout at the intersection of East McEwen Drive and Oxford Glen Drive/Cool Spring Boulevard. The purpose of these improvements is to address some operational deficiencies, such as continued lane assignment infractions, conflicting peak-hour movements, and excessive speeds, at the roundabout. The design plans are nearing completion, and staff anticipates advertising the improvements project for construction bids within the next month.

During construction, which is anticipated to take up to 8 months, staff anticipates the need for on-site inspection and limited testing services. This PSA provides those necessary services to ensure the safe and efficient delivery of a high-quality project.

Financial Impact
On October 25, 2016, the BOMA approved Resolution 2016-69, which formally adopted the project list for the fiscal years (FYs) 2017-2026 Capital Investment Program (CIP). Included in that project list was the East McEwen Drive Phase 4 Improvements project. Included as a subset of that project were improvements at the existing dual-lane roundabout.
