Discussion Concerning Repairs to the Spencer Creek Road Stone Wall

Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning repairs needed to the Spencer Creek Road stone wall.

Background
The stone wall on Spencer Creek Road adjacent to the Cheekwood development and the Cheekwood Golf Course is deteriorating and has become a safety concern. Motorists on Spencer Creek occasionally must avoid rocks that have fallen from the wall into the roadway. The wall is considered to be historic and all the good stone should be saved and restacked. The city has received quotes to demo the existing wall, store the salvageable stone that can be reused, regrade the area, and rebuild the wall with the stored good stone.

Financial Impact
G & G Lawncare LLC has provided an estimate of $48,500.00 for the following work:
* Excavation of 300 feet of roadway ditch;
* Debris removal;
* Installation of a 30-inch tall natural stone retaining wall using existing stone on site, with compacted gravel base footer;
* The removal of all excess stone;
* Gravel backfill; and
* Installation of a 1-4 inch ADS French drain pipe behind the wall.
Funding is not available for the project in the current budget. However, the project could be funded after the first of the fiscal year from one of several general fund budgets. A budget amendment would be required to replenish the funds. Given the estimated project cost, the project would be required to go through a public bid process to comply with purchasing policies
