Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Collier Engineering Co., Inc. (Collier) for engineering services for the reconstruction of tennis courts at Jim Warren Park.

Background
There are eight (8) tennis courts at Jim Warren Park. These courts have seen many years of services. In recent months, the surface of the courts has deteriorated to a point that four (4) have been closed. At this request of the Engineering Department, Street Department staff obtained asphalt cores at several locations on the closed tennis courts. These cores revealed that the underlying asphalt layers of the tennis courts have also deteriorated with time. It is staff's opinion that these courts should be reconstructed.

Staff requested that Collier Engineering Co., Inc. provide a proposal and scope of services to perform the engineering services (i.e. survey, design, inspection, etc.) for this project. Over the last five (5) years, Collier Engineering has provided services to the Metro Nashville Parks and Recreation Department for their Recreational Surfaces Rehabilitation Program. This program has included the repair, rehabilitation, and construction of 84 tennis courts. It is for this reason that City staff has selected Collier Engineering for this project.
