Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Battle Ave Project.

 

Background

On November 26, 2013, the Board of Mayor and Aldermen approved a Professional Services Agreement (COF Contract 2013-0180) with Neel-Schaffer, Inc. for engineering design services, including additional drainage modeling and preparation of contract plans and specifications, on the 100 Block Battle Avenue Drainage Improvements Project.  

 

On April 28, 2015, the Board of Mayor and Aldermen approved amendment no. 1 to the Professional Services Agreement (COF Contract 2013-0180) for additional engineering design services on the 100 Block Battle Avenue Drainage Improvements Project. 

 

On January 1, 2017 Resolution 2014-50, A Resolution to Approve the Preliminary Design and Authorize Staff to Proceed with Final Design, Right-of-Way Acquisition and Construction Bidding Phase for the 100 Block Battle Avenue Drainage improvements project. 

 

On October 10, 2017, the Board of Mayor and Aldermen approved a Professional services Agreement (COF Contract No. 2017-0251) with R. Rhett Turner, MAI for Right-of-Way Acquisition Services for the Battle Avenue Stormwater Project.

 

Staff has always assumed that the majority of the property owners would be willing to dedicate the easements associated with the project.  Some of the property owners are not willing to dedicate the easements while others will not be allowed to dedicate easements based on leans associated with mortgages.  The estimated cost of the project has increased substantially and staff would like to present alternative options and solutions for the Board to consider and provide direction on how to proceed with the project.

Staff is seeking direction from the Board and supports proceeding with Option 1 and Option 2B as capital projects to be funded from the Stormwater Capital Budget.
