Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 2 to the Professional Services Agreement (PSA) with Sullivan Engineering, Inc. (SEI) for additional engineering services needed to complete the final design of the East McEwen Drive Phase 4 Improvements.

Background
On March 24, 2015, the BOMA approved a PSA (COF Contract No. 2015-0052) with SEI to produce final construction plans for the East McEwen Drive Phase 4 Improvements, between Cool Springs Boulevard and Wilson Pike. On April 11, 2017, the BOMA approved Amendment No. 1 to the PSA to allow for some needed design revisions.

Now that the roadway design is nearing completion and the retaining wall locations are known, detailed designs must be prepared for the utilities that will be affected by the construction of this project. The existing utilities include: Atmos Energy, Middle Tennessee Electric Membership Corporation (MTEMC), Milcrofton Utility District (MUD), and the City of Franklin Water Management Department. Due to the complexity of the project, City staff requested SEI, the roadway designer, to provide a proposal to perform the preliminary designs for Atmos and MTEMC and the full designs for MUD and the City of Franklin. Both Atmos and MTEMC will utilize the preliminary alignments created by SEI to detail final relocation plans for their respective utilities.
