Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2018-20 to award the FY 2019 On-Call Annual Contract for Pavement Preservation (seal coating) (COF Contract No. 2018-0036) to Jarrett Builders, Inc.

Background
The On-Call Annual Contract for Pavement Preservation will be used to extend the service life of asphalt pavements by placing seal coat and repairing cracks. The Streets Department has evaluated several seal coating products and has performed a test of the seal coating methodology in the Golden Meadow Subdivision. Based on this research, the Streets Department wishes to move forward to provide for street maintenance at a significantly reduced cost for roadways that meet the criteria for such application.

The public bid opening for COF Contract No. 2018-0036 was held on March 28, 2018. While two (2) contractors picked-up bid packages, only one (1), Jarrett Builders, Inc., submitted a bid on this project. Despite the low interest in this advertisement, the pricing proposed by Jarrett Builders, Inc. is well within reason for this type of work.

It is important to note that the quantities listed in the project manual are not guaranteed work and are simply used to provide a bid price that is comparable to the expected annual use of the on-call contract. Therefore, the bid price of $208,875.00, as submitted by Jarrett Builders, Inc., is simply used as a fair comparison point in the competitive bid process.
