Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 1 to the Professional Services Agreement (PSA) (COF Contract No. 2017-0007) with Barge Waggoner Sumner & Cannon, now known as Barge Design Solutions, Inc., for the design of intersection improvements at East McEwen Drive and Cool Springs Boulevard.

Background
On February 14, 2017, the BOMA approved a PSA (COF Contract No. 2017-0007) with Barge Waggoner Sumner & Cannon, Inc. (BWSC) to design improvements for the roundabout at East McEwen Drive and Cool Springs Boulevard/Oxford Glen Drive. The purpose of these improvements is to correct operational issues at the roundabout that have occurred since its full opening in 2014.

At the time of the original PSA, the project team did not anticipate any changes to the existing street lights at the roundabout. Therefore, this design service was not included in the PSA. As the design has progressed, we have learned that the lighting system will need to be altered. These additional design services warrant an increase in the design fee. Also, with the start of the new year, BWSC has rebranded as Barge Design Solutions, Inc.

Amendment No. 1 will allow for the design of lighting system modifications.
