Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 1 to the Professional Services Agreement (PSA) (COF Contract No. 2015-0186) with Civil & Environmental Consultants, Inc. (CEC) for the Harpeth River Bank Stabilization at the Franklin Water Reclamation Facility at a cost increase not-to-exceed $40,000.00.

Background
On August 11, 2015, the BOMA approved a PSA with CEC to design bank stabilization for the Harpeth River at the Water Reclamation Facility. The purpose of this project is to protect infrastructure at the Water Reclamation Facility and to stabilize the left descending bank of the Harpeth River in that area. The design for this project is complete, permits have been obtained, and the project has been advertised for construction bids. We anticipate beginning this project in late July or early August. The estimate construction time is ninety (90) days.

City staff has asked CEC to provide a scope of services to assist in the bid process and to provide Construction Engineering and Inspection (CEI) services while the project is under construction. CEC will also conduct a post-construction survey to verify that the cross-sectional area of the Harpeth River was not adversely affected by construction.
