Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a proposed decorative lighting agreement with the Charlton Green Subdivision Homeowners Association (HOA) for Sections II and III for the purpose of installing and maintaining four (4) gas lights within the Watercress Drive public right-of-way and, for extending electric service to an adjacent median located immediately south of an existing bridge.

Background
The Charlton Green Subdivision is served by two, separate Homeowners Associations. Section 1 is comprised of 12 parcels (11 dwellings) and Sections II and III is comprised of 53 parcels. The Homeowners Association for Sections II and III desires to install and maintain four (4) decorative gas lights on a bridge located within the Watercress Drive public right-of-way and, extend electric service to an adjacent median located immediately south of the bridge and within the watercress Drive right-of-way. The Homeowners Association for Sections II and III agrees to accept all cost obligations for installation and future maintenance including the costs associated with the gas and electric services.

Since last summer, staff engaged representatives from both HOA Boards on multiple occasions to facilitate this agreement.
