Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment 1 to the 2016 Comprehensive Transportation Network Plan.
Background
The Comprehensive Transportation Network Plan was adopted by the Franklin Municipal Planning Commission on August 25th, 2016. The purpose of this amendment is to reclassify South Carothers Road (Longpoint Way to Carothers Parkway South) from a local street to a minor collector and adopt a traffic signal master plan. The traffic signal master plan will help developers and staff with long range planning to ensure signals are spaced appropriately. Appropriately spaced traffic signals will help decrease crashes and decrease the overall amount of delay and congestion within our transportation network.
Financial Impact
If approved by the Franklin Municipal Planning Commission, South Carothers Roadway (Longpoint Way to Carothers Parkway South) would qualify for Collector Road Impact Fee funding. In addition, all signals shown on the signal master plan would qualify for Collector and/or Arterial Road Impact Fee funding.
