Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the proposed construction inspection services for the Spencer Creek at Franklin Road upgrade and rehabilitation project.

Background
The Water Management Department has prepared the plans and specifications for the Spencer Creek at Franklin Road upgrades and rehabilitation project to replace the line from the Aspen Grove interceptors to the downstream portion of the Spencer Creek interceptor, downstream of the First United Methodist Church property. The upgrades project will increase the capacity through that pipe by removing suspected hydraulic restrictions, in addition to creating more capacity for potential future flows.

This inspection contract will allow for assistance to watch the project occur as the interceptor will travel under the CSX railroad to the east of Franklin Road, under Franklin Road, and cross Spencer Creek from the southern side to the northern side. This contract will provide inspection services in addition to general construction project management as it coordinates with WMD's CIP Project Manager in relation to progress meetings, submittal reviews, requests for information documents, and punchlists for project completion.

Financial Impact
This contract is for the amount of three hundred and twenty-three thousand, four hundred and ten dollars, and zero cents ($323,410.00).
