Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning an ordinance to not allow vehicles to stop, stand or park near mailboxes, except to momentarily discharge a passenger or passengers. 

 

Background

The City of Franklin has received complaints of vehicles blocking mailboxes, which has stopped the United States Postal Service (USPS) from delivering mail. USPS policy states that if a mailbox is blocked multiple times, they will no longer deliver mail to the address. Government services like the USPS should be accessible to all residents. In responding to citizen complaints, City staff discovered that there was no ordinance that addressed the blocking of mailboxes on City streets. Without a specific ordinance, the City is unable to issue citations.

 

Financial Impact

There is no financial impact at this time. However, if this ordinance is passed by the BOMA, vehicles that block mailboxes will receive a ticket of up to fifty dollars.

Staff recommends passing the ordinance to prevent motor vehicles from stopping, standing or parking 15 feet near mailboxes.
