Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning maintenance and inspection activities performed in the City's wastewater collection system.

Background
On May 10, 2016 the City of Franklin and the Harpeth River Watershed Association (HRWA) entered into a settlement agreement pertaining to the Clean Water Act claims against the City by the HRWA. One of the terms of the agreement is to present to the BOMA a quarterly report regarding maintenance and inspection activities within the wastewater collection system.

This settlement term, along with the remainder of the settlement agreement terms, are consistent with planned endeavors, direction and values of the City of Franklin and represents the City's continued commitment to be a good steward of the Harpeth River. It is important to understand that the settlement did not result in any findings or fines related to the violations of the Clean Water Act nor is the City required to pay fees for the opposing counsel. Because the agreement is fundamentally consistent with the City's direction, it will not be necessary for the City to raise rates to fund the settlement terms, which incidentally is a term of the agreement.

The table below presents a summary of maintenance and inspection activities related to the City's wastewater collection system. These data were provided to HRWA on July 15, 2016 to receive input prior to presentation to the BOMA> To date, staff has not received a response and is proceeding with providing this information to the BOMA to meet the spirit of the agreement.
