Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Alfred Benesch & Company (Benesch) for the design of the bridge replacement on Pratt Lane over Five Mile Creek.

Background
In October 2015, City staff, Boyle Investment Company (Boyle) and the Lampo Group negotiated the required on-site and off-site improvements associated with the development of the Lampo Group Corporate Headquarters (Ramsey Solutions), which is located within the Reams-Fleming Tract of Berry Farms. During those negotiations, the City agreed to be responsible for all necessary roadway and bridge improvements to Pratt Lane. On August 13, 2019, the BOMA approved Resolution 2019-68 to adopt the project list for the fiscal years (FYs) 2019-2028 Capital Investment Program (CIP). Included in that project list was the Pratt Lane Bridge Replacement project at an estimated total cost of $1,500,000.

This PSA with Benesch will provide the final design plans for the replacement bridge and roadway modifications to accommodate the bridge.

Financial Impact
The total cost of this PSA is $94,125.00. The funding for project expenses is tentatively programmed to come from the General Fund. This corresponds to a General Ledger (GL) code of 110-89450-43100.
