Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Change Order No. 1 (Final Change Order and Project Closeout) to the construction contract (COF Contract No. 2019-0104) with Sessions Paving Co. for the Hillsboro Road Driveway Paving Project.

Background
The Hillsboro Road Driveway Paving Project's construction contract was awarded by BOMA to Sessions Paving on September 10, 2019, in the amount of $172,248.00. The construction contract time started on October 7, 2019, with a contract completion date of November 8, 2019 (30 Calendar Days).

The proposed Change Order No. 1/Final Change Order details include the following:

1. Final reconciliation of all miscellaneous overruns and underruns of pay items for project closeout.
2. Add line item "Asphalt Concrete Mix (PG64-22) Grading BM-2" to address proper asphalt depth for commercial entrances at Orleans Estates.
3. Add line item "Asphalt Concrete Mix (PG64-22) Grading A" to help with undercutting activities at 801 Hillsboro Road.
4. Add line item "Millings" to account for a change in work to certain driveways, where areas were milled instead of fully removed.
5. Add 16 additional contract days to account for adverse weather conditions: includes rain days and days where the colder temperature would not allow for asphalt placement. New contract time is 46 Calendar Days.
