Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning retaining Windrow Phillips Group to represent the City's interests before the Tennessee General Assembly for the purpose of lobbying and advisory services.

Background
It is recommended that the Windrow Phillips Group provide lobbying and advisory services on behalf of the City. The agreement of service is through June 30, 2020. Windrow Phillips Group, agrees to provide the following lobbying services:
* Arrange and provide lobbying services for specific legislative matters.
* Monitor regulatory changes.
* Interface with policy makers on behalf of the City.
* Assist in writing, amending, and/or defeating legislation.
* Provide weekly written reports throughout the legislative session.
* Serve as a legislative liaison; providing information during off-term.

Windrow Phillips Group also provides representation for nine other cities across the state including Brentwood, Goodlettsville, Oak Ridge, Maryville, Alcoa, Pigeon Forge, Gatlinburg, Kingsport, and Johnson City. The opportunity for these cities to come together to collaborate on legislation and to make our voices heard on important legislation impacting our communities will also be very beneficial. In addition, the City and Windrow Phillips Group would still work closely with the Tennessee Municipal League to advance the interests of our community and cities across the state. Having a firm directly focused on Franklin's needs and interests will be very beneficial.
