Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning an amendment to the professional services agreement with CDM Smith for the construction services for the Water Reclamation Facility Upgrades and Expansion Project.

Background
CDM Smith is currently performing construction management and inspection related services for the upgrades and expansion project of the Water Reclamation Facility (WRF). The City has also been notified that we will be the recipient of additional monies from the State Revolving Fund (SRF) that will complete the current project amount with SRF monies.

With receiving additional funding, there is additional SRF administration that will be required (submittal of documentation, submittal of disbursement requests, coordination with SRF), that was not accounted for in the initial proposal. Through discussions with SRF, we anticipate the addition of three loans to the project to complete the anticipated remaining amount of $32.5 million. This additional cost of $36,000 for administration services will be a not-to-exceed upper limit and will be dependent upon the number of loans we receive. A cost breakdown of the hours estimated for each loan is included in this attachment and will be multiplied by each loan the City receives.

The scope of the CDM Smith contract does not change, however, the WMD is moving monies from direct costs to labor hours to account for changes to the schedule. The initial proposal included monies fo...
