Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with ECS Southeast, LLP (ECS) for Construction Engineering, Testing, and Inspection (CETI) Services.

 

Background

On August 27, 2019, the BOMA approved Resolution 2019-85 to award the construction contract for the Municipal Services Complex (MSC) Improvements.  The improvements to the MSC facility on Century Court include: the reconstruction of pavements, the repair/reconstruction of the leachate collection system, and water line improvements.  This large project requires material testing and some additional inspection to ensure the City is getting the best quality final product.  This PSA will allow ECS to provide the needed construction engineering, testing, and inspection services for this project.

 

Financial Impact

The total cost of the PSA is $40,810.00.  The costs for this project are programmed to be paid from General Obligation bonds from the 2017 and 2019 bonds.  Therefore, the General Ledger (GL) code for project expenses is currently 311-89230-46100 (2017 bond proceeds).  Once the allocation of 2017 bond funds for this project are expended, project expenses will be paid from 312-89230-46100 (2019 bond proceeds.)
