Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Professional Services Agreement with Hethcoat and Davis (COF Contract No. 2019-0250) for the Design of the Goose Creek at Redwing Farms Reclaimed Water Pump Station.

 

Background

In the summer of 2017, the City of Franklin’s reclaimed water system experienced delivery issues because of insufficient system pressures in multiple service areas, particularly in the southern service area.  CDM Smith was engaged to develop short and long-term recommendations for the operation and capital investments for the reclaimed water system.  Two projects that were recommended as a result of the study to increase capacity in the southern service area were: 1) upsize the existing reclaimed water line or install a parallel main from the Goose Creek/Redwing Farms Sanitary Sewer pump station to Berry Farms and 2) construct a booster pump station located adjacent to the Goose Creek/Redwing Farms Sanitary Sewer pump station to provide and maintain minimum pressures in the Berry Farms neighborhood.  The City of Franklin Water Management Department has undertaken the installation of a parallel main from the existing pump station to tie into the existing reclaimed water system in Berry Farms which is currently under construction.  Hethcoat and Davis was selected to design the proposed reclaimed water booster station. 

 

Financial Impact

The cost as negotiated with Hethcoat and Davis appears to be appropriate based on the work involved.  The amendment will be paid for from the Reclaimed Water General Fund.
