Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Amendment No. 1 to the Professional Services Agreement (COF Contract No. 2013-0039) with Hazen and Sawyer for the Design of South Prong Sanitary Sewer Improvements Project.

Background
Significant growth has occurred within the South Prong Drainage Basin in the last several years which has precipitated the need for an upgrade of the existing sanitary sewer system. The original Professional Services Agreement with Hazen and Sawyer was to update the 2008 basin study for this area and develop construction plans based on the results of the study. As a result of this capacity study, several sections of the sewer lines were identified for upgrades. The project was not funded at that time; therefore no further actions were taken in regard to the construction of the sanitary sewer improvements. The limits of the sanitary sewer improvements project along South Prong Creek at the time were from east of Mallory Lane to north of Cool Springs Boulevard.

Based on recently approved sanitary sewer availabilities for projects upstream from the sanitary sewer crossing at I-65, the scope of this project needs to expand to include a portion of the sanitary sewer east of I-65 to Carothers Parkway.

Financial Impact
The cost as negotiated with Hazen and Sawyer appears to be appropriate based on the work involved. The amendment will be paid for from the Sewer Operating Fund.
