Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with CT Consultants, Inc. (CTC) for the Preparation of Preliminary Plans and Concept Renderings for the Church Street Improvements Project, from Columbia Avenue to 1st Avenue South/Harpeth River, in an amount not-to-exceed $42,500.

 

Background

The project will involve the replacement and upgrades of existing roadway infrastructure and utilities, including the following:  Franklin water and sanitary sewer lines, reconstruction of the Church Street roadway and storm sewer system, possible relocation of overhead utilities to underground duct banks, ADA compliant sidewalks, and the implementation of streetscape elements (light poles, decorative sidewalks/crosswalks, amenities, etc.) between Columbia Avenue and 1st Avenue South.

 

The City has had repeated issues with utilities along this corridor, which necessitates the need for upgrades and/or replacement. The sanitary sewer line requires monthly cleaning to avoid obstructions, because it is undersized and has inflow/infiltration issues.  The water line has reached its service life and needs improvements to help with water quality and flow in the area. 

 

Also, the existing stormwater system needs to be upgraded to provide service to the Parkview area in downtown Franklin.  Parkview has had stormwater problems since the early 1980's.  The roadways lack sufficient drainage infrastructure, which is needed to provide protection from localized flooding during heavy rain events. The Church Street project will install the first phase of future stormwater infrastructure improvements for the Parkview area.  A separate stormwater improvements project will be needed at some point to drain the Parkview area to the proposed Church Street infrastructure.  

 

The scope of services for this PSA with CTC includes: preliminary roadway layout, concept renderings, and a functional-level utility plan.  This preliminary information will be utilized to assist the BOMA in providing direction to staff for the final design of this project.

 

Financial Impact

Resolution 2019-68, A Resolution to Adopt the Project List for the FY 2019-2028 CIP (Capital Investment Program), was approved by BOMA on August 13, 2019, and approved funding for the Church Street project.  This PSA with CTC is at a not-to-exceed, lump sum cost of $42,500.00.

 

The initial source of funding for this project has been proposed as Road Impact Funds, which correlates to a General Ledger (GL) Code of 128-89420-43100.
