Purpose
The purpose of this resolution is to authorize the use of the competitive sealed proposal procurement method for choosing suppliers and service providers for: (1) police promotional process assessment services, (2) liability, property and workers' compensation insurance products and services, and (3) near-site clinic healthcare services, all for the Human Resources Department for varying terms of award.

Background
Tennessee law and City ordinance both require the Board of Mayor and Aldermen to authorize use of the competitive sealed proposal procurement method for choosing suppliers and service providers whenever the Board determines that the uses of competitive sealed bidding is either not practicable or not advantageous for the City.

For each of the planned procurements listed above, competitive sealed bidding is either not practicable or not advantageous to the City because qualifications, experience, and competence are more important than price in making the purchases, and because there is more than one solution to these purchasing issues and the competitive sealed proposal procurement method will assist in choosing the best solutions and suppliers and/or service providers.
