Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Gresham Smith for the SR-96 Traffic Signal Improvements.
Background
In July 2018, the City was notified that it had been selected to receive $1,550,000 in federal funds through the Congestion Mitigation & Air Quality (CMAQ) 2017 grant cycle for the proposed improvements to the traffic signals along the SR-96 (Murfreesboro Road) corridor. The purpose of this project is to improve traffic operations for the 13 signalized intersections along the project corridor between Eddy Lane and Arno Road.
The project generally includes: the implementation of Automated Traffic Signal Performance Measures (ATSPMs), the deployment of Signal Phase and Timing (SPaT) hardware and broadcasts, the installation of Flashing Yellow Arrows (FYAs) where applicable, the replacement of traffic signal controllers with new Advanced Traffic Controllers (ATCs), the installation of improved vehicle detection, and the update of signal timings to account for the improvements to the 13 signalized intersections along Murfreesboro Road (SR-96), between Eddy Lane and Arno Road.
Since last year, the City has completed the project initiation paperwork with the Tennessee Department of Transportation (TDOT) to allow the City to manage this project locally. TDOT has also issued the Notice to Proceed for Design. After a qualifications base...
