Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with KCI Technologies, Inc. (KCI) for the Cool Springs Area Transportation Network Study.

Background
With continued development in the Cool Springs area, there is a need for a tool to allow staff to better understand the impacts of proposed developments on the area's transportation network. The proposed Cool Springs Area Transportation Network Study will describe current transportation conditions of roadways and intersections around the Cool Springs area and then incorporate current and approved developments that are expected to affect the Study corridors at full buildout for each approved development.

The data incorporated into the Study shall be based on existing data, data collected as part of the study, proposed and approved development Traffic Impact Analysis (TIA) data, and the consultant's expertise on similar developmental impacts to a local area's transportation network. The Study shall show what known and future developmental impact will be on the current Cool Springs transportation network, including showing the outreach of all developments (at buildout) on the entire Cool Springs transportation network as defined in the scope.
