Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with CDM Smith for the final design of roadway improvements on Jordan Road, between Aspen Grove Drive and Mallory Lane.

 

Background

Construction plans for reconstruction of Jordan Road, between Aspen Grove Drive and Mallory Lane, were completed in early 2010.  However, there was no funding for construction at that time, so the plans were shelved.  This project was included in the recently approved project list for the fiscal year (FY) 2019-2028 Capital Improvement Program (CIP).  Since the completion of the original plans in 2010, there has been additional development to the south of the project that will require some modification to the plans.

 

This PSA includes the following tasks: (1) survey update, (2) hydraulic analysis & “no rise” certification for the bridge to be replaced, and (3) a general update of the design to comply with current design standards. 

 

Financial Impact

The total cost of this PSA is $120,000.  Funding for this project is currently programmed to come from Collector Road Impact Fees.  This corresponds to a General Ledger (GL) code of 128-89420-43100.
