Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Alfred Benesch & Company (Benesch).

Background
In 2018, the City of Franklin was selected to receive $2,000,000 in federal funds through the 2017 Transportation Alternatives Program (TAP) grant cycle to help fund the construction of a multi-use trail and pedestrian bridge at The Park at Harlinsdale Farm. On June 11, 2019, the BOMA approved a PSA (COF Contract No. 2019-0167) with Benesch in an amount not-to-exceed $29,176 to perform the initial due diligence and preliminary coordination for this project. This work is now complete, and the project is ready for final design.

This PSA (COF Contract No. 2019-0317) includes the full and final design for this project, including: (1) survey, (2) hydraulic modeling & analysis, (3) completion of the required environmental clearance phase, (4) design of the multi-use trail & bridge, and (5) the production and submittal of all required permits.

Financial Impact
The total cost of this PSA is $398,268.00. Funding for this project is entirely the responsibility of the City and has been programmed to be expensed to the Hotel/Motel Tax fund. The General Ledger (GL) code to be used for project expenses associated with this PSA is anticipated to be 150-89310-44700.
