Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 2 to the Professional Services Agreement (PSA) with Alfred Benesch & Company (Benesch).

Background
On May 8, 2018, the BOMA approved a PSA (COF Contract No. 2018-0062) with Benesch for the design of intersection improvements at the McEwen Drive interchange with I-65 in the amount of $28,365.60. The purpose of this design was to allow for the opening of a second left-turn lane from westbound McEwen Drive to the southbound entrance ramp to I-65 in an effort to accommodate increasing traffic in the area.

Following completion of the preliminary design, the design team shared the plans with TDOT to obtain their approval prior to final design. TDOT staff asked the design team to analyze the potential queue and delay that the additional left-turn lane may cause on the opposing right-turn movement from McEwen Drive. This analysis revealed the need for significant modifications to the westbound right-turn lane from McEwen Drive. On December 11, 2018, the BOMA approved Amendment No. 1 to the PSA for a cost increase of $35,015.20 to design the needed right-turn lane modifications.
