Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Amendment No. 1 to the Professional Services Agreement (COF Contract No. 2014-0044) with Hazen and Sawyer for the Final Design of Spencer Creek at Franklin Road Sanitary Sewer Improvements Project for an Increased Cost of $37,590.00.

Background
This project began as the replacement and relocation of approximately 1,500 linear feet of 36-inch gravity sanitary sewer line beginning at the CSX railroad at Spencer Creek near Franklin Road and extending west. Due to the number of developments being approved upstream of this line, Staff realized the need for more capacity in this area and requested a proposal from the engineering consultant to assess the condition of the existing sewer line as a possible candidate for lining. The proposed line will remain in the existing location and be lined so that there will be two parallel 36-inch sanitary sewer lines to carry the flow rather than one single 36-inch. The existing 36-inch diameter sanitary sewer pipe has been inspected and determined to be a candidate for cured-in-place lining. This amendment is for the update to the existing plans to incorporate the results of the inspection.

Financial Impact
The cost of this amendment is $37,590.00 and will be drawn from the Sewer operating fund.
