Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the additional services to the existing contract for the design of an inclusive playground within the complex, amenities to accompany such a facility and complete design on a domestic water system.

 

Background

Barge Designs Solutions Inc. currently is designing the first phase of the Southeast Municipal Complex and with the potential of leveraging private donations for the inclusive playground, the Parks Department is recommending moving forward with the proposed scope with hopes the public-private partnership can be launched with Friends of Franklin Parks as the organization to receive donations on-behalf of the City regarding the inclusive playground elements.  The contract will include additional design and bidding phase services for the complex. 

 

A universally designed inclusive playground includes a sensory-rich environment that enables children to develop physically, socially, and emotionally.  An engaging place that provides the right level of challenge and offers opportunities to succeed. The Southeast Municipal Complex inclusive playground will enable children of all abilities to interact with each other and do what all kids want to do; play.  The scope of services for this addendum include the following:  Inclusive Playground; Pavilion with ADA Restrooms; parking area; site landscape, irrigation and hardscape; accommodation for food trucks, fencing, shade canopy and safety surfacing.

 

Financial Impact

The Professional Services Agreement for an Inclusive Playground and Domestic Water System at Southeast Municipal Complex with Barge Design Solutions for an Amount Not to Exceed $209,500.00.  The original approved COF Contract No. 2019-0139 is in the amount of $998,000.00. 

 

Recommendation

Staff recommends approval of Addendum No. 1 to allow for the design of this important component to launch a public campaign to raise funding for the playground while the City works to design the accessory components in conjunction with private fundraising efforts.
