Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Volkert, Inc. (Volkert) for the design of intersection improvements at Liberty Pike and North Royal Oaks Boulevard/Mallory Lane (Liberty-Mallory.)

 

Background

In October 2016, the BOMA approved Resolution 2016-69, which adopted the project list for Phase 1 of the fiscal year (FY) 2017-2026 Capital Investment Program (CIP).  One of the projects included in that list was the intersection improvements at Liberty-Mallory.  In February 2017, the BOMA approved a PSA with Volkert to provide the design of these intersection improvements.

 

As the design plans neared completion, City staff held a meeting in August 2018 to present the design to the public.  The following month, staff presented the results of that public meeting to the BOMA.  About half of the returned comment cards from attendees requested that the City study a roundabout alternative for the Liberty-Mallory intersection.  Following that meeting, the project team worked to develop four (4) alternative intersection design concepts for the Liberty-Mallory project.  Three (3) of the concepts were variations of a traditional traffic signal design.  The fourth concept was a roundabout design concept.  Ultimately, via Resolution 2019-18 in April 2019, the BOMA selected the roundabout concept as the preferred design concept for this project.  Resolution 2019-68, approved by the BOMA on August 13, 2019, also included the intersection improvements project at Liberty-Mallory as a part of the adopted project list for the FY 2019-2028 CIP.

 

Because of the Volkert team’s familiarity with this project, staff recommends retaining Volkert to perform the full design of the intersection improvements at Liberty-Mallory.  This PSA will provide full construction plans for the roundabout intersection at Liberty-Mallory and a secondary roundabout at the intersection of Liberty Pike and Stanwick Drive.

 

Financial Impact

This PSA has a contract ceiling of $466,295.00.
