Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2019-85.

 

Background

The City of Franklin’s Municipal Services Complex on Century Court was opened in 2004.  Within this complex are the Solid Waste Transfer Station, Sanitation & Environmental Services Department offices, Fire Department Training Center, and the Police Department’s shooting range, shoot house, and impound lot.  With the City’s growth, the demands on the facility have also grown through the years.

 

Several improvements are needed to allow the facility to continue to serve the City.  Critical improvements include the reconstruction of the facility pavements and the repair/reconstruction of the leachate collection system.  Additional improvements include stormwater drainage system & water quality improvements and the conversion of the facility’s private water line to a public water line to allow for a looped connection between Century Court and the Shadow Green area.

 

Financial Impact

On August 20, 2019, sealed bids for the construction of the Municipal Services Complex Project were received by the City and were publicly opened and read aloud.  After carful review and tabulation of all submitted bids, the low bid was submitted by Civil Constructors LLC in the amount of $2,346,347.  Funding for this project is included in the City’s approve Capital Investment Program. This bid and project contingency is within the approved project budget.
