Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with C&T Engineering and Inspection, LLC for Construction Engineering and Inspection (CEI) Services for the Cool Springs Area Adaptive Signal Control Technology (ASCT) Project.

 

Background

The BOMA has previously approved contracts for the design and implementation services for the Cool Springs ASCT Project.  This project will install the upgraded equipment and implement new software to allow for adaptive control of 19 intersections in the Cool Springs area.  Before moving into the construction phase, the project team is awaiting final comments and approval from the Tennessee Department of Transportation (TDOT).

 

Because this project is funded primarily (i.e. 80%) with federal dollars, a high level of oversight is required for all construction activities.  Staff just recently completed a qualifications-based selection process to pick a consultant to perform CEI services on this project.  The consultant selected though this process was C&T Engineering and Inspection, LLC.

 

Financial Impact

All phases of this project are primarily funded by a federal grant (e.g. 80% federal/20% local).  The total not-to-exceed ceiling of this contract is $82,350.00.

 

This project is included in the approved FY 2019-2020 annual budget for the Traffic Operations Center (TOC).  The General Ledger (GL) code to be used for project expenses is 110-89530-41610.
