Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Ordinance 2019-26.

 

Background

On July 10, 2018, the BOMA approved, on second and final reading, Ordinance 2018-27, which, as amended, established a two (2) hour time limit on much of the public parking in the downtown area.  Since the passage of this ordinance, business owners along West Main Street, between 6th Avenue and 7th Avenue, have contacted Alderman Margaret Martin to express their frustration at the newly shortened parking time limits.  Therefore, at the Capital Investment Committee (CIC) meeting on June 27, 2019, Alderman Martin, at the request of local business owners, asked staff to draft an ordinance to return the time limit for public parking on West Main Street, between 6th Avenue 7th Avenue, to four (4) hours (Option 7).

 

Following this request, staff took a closer look at the area of concern and developed 6 options for BOMA consideration.  Below is an explanation of each option.

 

Option 1 - No time restriction on the North side of West Main Street and 4-hour time restriction on the south side of West Main Street between 5th Ave and 7th Ave.  This option represents existing conditions prior to Ordinance 2018-27. 

 

Option 2 -   2-hour parking on West Main Street between 5th Ave and 7th Ave.  This option represents existing conditions.

 

Option 3 - 2-hour parking on West Main Street between 5th Ave and 6th Ave and no time restriction on West Main Street between 6th Ave and 7th Ave.

 

Option 4 - 4-hour parking on West Main Street between 5th Ave and 7th Ave.

 

Option 5 - 2-hour parking on the north side of West Main Street between 5th Ave and 6th Ave with all other spaces having no time restrictions.

 

Option 6 - No time restrictions between 5th Ave 7th Ave.

 

Option 7 - 2-hour parking on West Main Street between 5th Ave and 6th Ave and 4-hour parking on West Main Street between 6th Ave and 7th Ave.

 

It should be noted that this change of time restrictions has not received a formal recommendation from the Downtown Neighborhood Association (DNA) or from the Downtown Franklin Association (DFA).

 

Financial Impact

The cost to make this change is minimal and simply includes staff time and the nominal cost of materials for new signs.
