Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning COF Contract No. 2019-0177 with Gresham Smith for the Pratt Lane Improvements Project

Background
The Lampo Group Corporate Headquarters, located within the Reams-Fleming Tract of Berry Farms, is in the process of developing the southern part of the Reams Fleming tract located in the southeastern quadrant of Goose Creek/I-65 Interchange. The conditions of approval required the developer to make improvements to the existing roadway facilities and were to be coordinated with the City during the site plan design/development phase.

In October of 2015, City Staff, Boyle Investment Company and the Lampo Group negotiated the required on-site and off-site improvements associated with the development (See attached letter dated October 1, 2015). As part of these negotiations, the City of Franklin agreed to be responsible for all necessary roadway and bridge improvements to Pratt Lane, south of, and including the intersection with Peytonsville Road. The timing of improvements to Pratt Lane is undetermined and shall be at the sole discretion of the City of Franklin Board of Mayor and Aldermen. As such, the approved access points for the Reams Fleming PUD to Pratt Lane which includes the proposed Lampo Group property, shall be restricted and remain accessible for emergency vehicles only until Pratt Lane is improved in accordance with City of Franklin Street Standards.
