Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with The Corradino Group, Inc. to provide Construction Engineering and Inspection (CEI) Services for the SR-96 West Multi-Use Trail Project.

 

Background

In 2016 and 2017, the City of Franklin was awarded $1,800,000 in Transportation Alternatives Program (TAP) funds by the Tennessee Department of Transportation (TDOT) to construct a multi-use trail along State Route 96 West (SR-96W) from Vera Valley Drive to 5TH Avenue North in Downtown Franklin.  Since that time, the City has contracted with an engineering firm to complete the project design and with several real estate professionals to acquire the necessary right-of-way and easements to construct the project.  All of this work is now nearing completion, with City staff anticipating a bid date later this Summer to begin construction of the project.

 

Because this project involves Federal funds, TDOT requires a high level of oversight to both inspect and document the construction of the project.  Current staff availability does not allow the City to assign multiple City personnel to provide full-time CEI services for this project.  As is typical with larger projects and projects with state or federal funds, City staff believes the most appropriate course of action is to contract with a qualified consulting firm to provide CEI services for this project.

 

The Corradino Group, Inc. (Corradino) was identified thru a multi-phase, qualifications-based selection process to be the most appropriate candidate to provide CEI Services for this project.  City staff has negotiated a scope of services with Corradino.  This scope of services is provided as Attachment A to the PSA (COF Contract No. 2019-0223).

 

Financial Impact

The total contract ceiling of this PSA (COF Contract No. 2019-0223) is $545,399.00.  Staff anticipates project expenses to be paid from the Capital Projects Fund, which corresponds to a General Ledger (GL) code of 310-89460-43100.

 

Eighty percent (80%) of construction costs, including the costs for CEI services, are eligible for reimbursement through TDOT, up to a maximum reimbursement amount of $1,800,000.00
