Purpose
The purpose of this procurement is to purchase installation services for retrofit with Axon cameras the remainder of the current fleet of Franklin Police Department vehicles. The purchase was necessary in order for these vehicles to be equipped with Axon-brand of technology (which is the technology now utilized by the Police Department for all its video camera applications, including not only in-car cameras but also body-worn cameras and cameras located in the interview room). This purchase does not include the cameras themselves but only the installation and related services and ancillary parts.

Background
City Purchasing Policy allows for the following category of sole-source purchases valued at or greater than $25,000 not to require individual authorization by the Board of Mayor and Aldermen (but which shall be reported to the Board): "Purchases of items necessary to maintain, expand or improve a manufacturer-specific system already in use by the City ... and that requires interconnectivity of and/or communication between the component parts."

Staff believes the purchase of the retrofit is a sole-source purchase because it is critical that the installation be performed by the same service provider as installed the same technology for the most recently purchased vehicles assigned to the Police Department. Such continuity allows for standardization of results across the department's fleet of vehicles.
