Purpose

The purpose of this memorandum is to provide the Board of Mayor and Aldermen (BOMA) with information to consider Resolution 2019-62, which will rescind a previous bid award and reject all bids for third party administrator services for the City’s workers compensation program.

 

Background

The City published on March 7, 2019 a Notice to Proposers in the Williamson Herald for third-party administrator services for workers compensation self-insurance program. Proposals from five (5) service providers were publicly opened at the submittal opening held on April 9, 2019. An evaluation committee reviewed the proposals and recommended selection of the firm of PMA Companies of Nashville, Tennessee. 

 

On May 28, 2019, the Board of Mayor and Aldermen adopted Resolution 2019-55 granting approval to the City Administrator and City Attorney to finalize the contract documents with PMA Companies and granting authority to the City Administrator to execute the said contract.  Since that action, the City Attorney, upon further review, recommends rejection of all bids and rebidding the services at a date to be determined.

 

Financial Impact

The City will continue its present high-deductible Worker’s Compensation Program with Travelers until a new administrator is procured by staff and approved by the Board of Mayor and Aldermen.

Staff recommends approval of Resolution 2019-62 through which that the City rescinds Resolution 2019-55 and Rejects All Bids for Procurement No. 2019-11.
