Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Local Agency Project Agreement (LAPA) with the Tennessee Department of Transportation (TDOT) for the Harlinsdale Farm Multi-Use Path & Bridge (PIN 126630.00).

 

Background

In 2018, the City received notice that its application for construction funding for the Harlinsdale Farm Multi-use Path & Bridge project had received funding through the 2017 Transportation Alternatives Program (TAP) grant cycle.  The purpose of this project is to construct a multi-use path and bridge to connect the existing trail within the Chestnut Bend subdivision to Harlinsdale Farm.  The TAP program requires a 20% funding match from the local agency.  The total amount of federal funds awarded with this grant is $2,000,000, with the remaining $500,000 to be funded locally.  This LAPA allows the City of Franklin to manage the project locally and to request reimbursement for construction costs.

 

Financial Impact

This project has been included in the draft list of projects for the FY 2019 - 2028 Capital Investment Program (CIP).  Preliminary rankings place this project in the top 10 of potential projects for funding with the FY 2019 - 2028 CIP.  The preliminary estimated cost of this project is just over $3,000,000.  The $2,000,000 in federal funds is only eligible for the reimbursement of construction costs.  Therefore, the anticipated total cost to the City is just over $1,000,000. There is also some possible private project funding through Friends of Franklin Parks.
