Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Ordinance 2019-12.
Background
The Engineering Department and our third party, on-call traffic consultants are responsible for the review of traffic impact studies associated with private development to ensure compliance with various traffic standards and requirements. Our current fee is $3,500 and the average cost for large developments is around $5,000. Our goal with this fee is to simply cover the cost associated with our third party traffic consultants and to continue moving developments through the approval process. Staff proposes to revise this fee to require the developers to negotiate a price directly with our on-call consultant to help expedite the approval process and to ensure our fee matches the exact cost associated with the review.
