Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Change Order No. 1 from Kiewit Infrastructure South, Co., for the demolition of the two excess flow basins.

 

Background

When this project was rebid in April 2018, a significant amount of demolition was removed from the project in an effort to reduce costs.  There are two excess flow basins in the older portion of the plant that were constructed in the 1995 expansion that were included in the demolition that was removed.

 

As the Contractor has been proceeding through the existing demolition and foundation construction of the new headworks structure, all the drain piping that was used to drain the two excess flow basins was removed to prepare the area for these new structures.  As the basins are currently configured, the Water Management Department has no way of draining them when they become filled with rainwater during wet weather events.  Because of their proximity to the Harlinsdale park, the WMD is concerned about the potential for mosquito breeding and other harmful side effects from the basins being full of stagnant water during the hot summer months.

 

Financial Impact

The Agreement with Kiewit Infrastructure South, Co. includes a contingency for these instances, however this cost is not reimbursable by State Revolving Loan Fund (SRF) because it is not directly tied to the facility expansion.  This will result in a cost of $180,565 added into Kiewit’s contingency paid directly by the City.

 

Recommendation

Staff recommends approval of the demolition of the two excess flow basins.
