Discussion Concerning the Cool Springs Transportation Planning and Impacts Associated with Development

Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Cool Springs Area transportation planning.
Background
Over the past few months City staff has been reviewing traffic impact studies from multiple proposed developments in the Cool Springs Area and one of the common themes associated with these studies is the increased density and trip generations associated with development/redevelopment in the Cool Spring Area / Height Overlay District. The trip generations associated with these developments are exceeding the projections made as part of the Integrated Growth Plan and the Comprehensive Transportation Network Plan. These increase densities and trip generations are resulting in projected failures at numerous intersections. Staff is proposing to update the Integrated Growth Plan to include the entire Height Overlay District in the Cool Springs Area. The goals of this project/study would include:
• Complete a comprehensive evaluation of the existing conditions in the Cool Springs area and Height Overlay District.
• Incorporate all approved developments (at buildout) within the Cool Springs Area and Height Overlay District.
• Develop recommended projects and strategies to improve transportation and planning in the Cool Springs area based on BOMA direction.
• Develop functional level plans to help staff implement transportation improvements as development continues to occur in the study area.
Financial Impact
The financial impact is unknown at this time but is estimated to be between $250,000-$350,000. The final cost will be based on the exact scope of work as approved by the Board of Mayor and Aldermen.
