Purpose

The purpose of this resolution is to establish four (4) lists, one for each tier of work, for professional engineering and design services for water, wastewater, and water reclamation projects for the Water Management Department over the course of the next five (5) years.

 

Background

The City published on January 31, 2019 a Notice to Service Providers in the Williamson Herald for professional engineering and design services for water, wastewater, and water reclamation projects. In addition, solicitation documents were sent on or about the same date directly to thirteen (13) potential firms known or thought to be interested in this solicitation. Submittals from sixteen (16) service providers were publicly opened at the submittal opening held on March 7, 2019. A tabulation of the submittals received for this solicitation is attached.

 

As noted above, the Water Management Department intends to establish four (4) lists, one for each tier of work. The tiers of work may be described as follows:

1.                     Water/Wastewater/Reuse Water Network Design & Development Studies; Trenchless Technologies.

2.                     Pump Station Design & Evaluation; Wastewater Collection Basin Plans; Water/Wastewater/Reuse Collection Long Range Plans; Building Engineering.

3.                     Operational Studies; Hydraulic Modeling.

4.                     Wastewater Treatment Design; Regulatory Permitting.

 

As the projects are selected, the Water Management Department anticipates negotiating with the qualified firms to develop, on a project-by-project basis, a scope of work, fee for service and budget. For each project, the Water Management Department anticipates the City developing and executing a professional services agreement with each selected firm.

 

Financial Impact

Compensation of individual project assignments will vary depending upon the scope of services required. Funding will come from the individual projects for which the services are provided.

 

Options

In accordance with the solicitation documents, the City reserves the right to reject any and all submittals.

Staff recommends approval of Resolution No. 2019-50 for professional engineering and design services for water, wastewater, and water reclamation projects for the Water Management Department. Purchasing Manager Brian Wilcox is of the opinion that the prepared solicitation documents as distributed allowed for competition among multiple service providers, and that the staff recommendation appears to be made in a fair and impartial manner based upon the submittals received.
