Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2019-46, approving the Shadow of the Harpeth Public Art Installation.

 

Background

The City of Franklin Public Arts Commission (FPAC) was established in 2017 to provide guidance and oversight for art projects which are for public display, outdoors in the City of Franklin. The Commission makes recommendations concerning all aspects of public art to the Board of Mayor and Aldermen. 

 

In January 2019, a group from the current class of Leadership Franklin presented a proposal for the Shadow of the Harpeth art installation, a functional bike rack designed to resemble the Harpeth River.  Located at the Harpeth Square Development adjacent to Landmark Bank on Second Ave North, the piece is made of steel with blue powder-coated paint.  The cement pad for the installation will feature a map of downtown with the bike rack casting a shadow onto the map to mimic the actual river.

 

Recommendation

The Franklin Public Arts Commission voted to recommend approval of the Shadow of the Harpeth to the Board of Mayor and Aldermen, following review by the Historic Zoning Commission.  The Historic Zoning Commission also voted to recommend approval.  Resolution 2019-46 is recommended to approval.
