Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a contract between the City and American Leak Detection (herein ALD) for leak detection services to be performed on the field irrigation system in Jim Warren Park.

Background
The field irrigation system in Jim Warren Park has been experiencing a high number of leaks due to the age of the system. While the Parks Department has made every effort to repair the leaks, it has become difficult to detect where the leaks are coming from within the system. ALD specializes in leak detection, and this service is essential for repairing what leaks there may be in the field irrigation system. Because of the inability of the Parks Department to locate and repair all leaks, there has been an increase in the water bill for Jim Warren Park. There has also been a significant time expense as staff works to try and find the leaks. The service performed by ALD is our only option to troubleshoot the irrigation issues and leaks we are facing.

The law department reviewed the forms submitted by ALD and requested changes that ALD has declined. Because ALD declined the changes, the form could not be approved as to form, and it was submitted to the City Administrator for review. The form was approved by the City Administrator.

Financial Impact
ALD charges two rates based on a half day or whole day of work. The cost for a half day is $750.00 for up to 4 hours on site. The cost for a whole day per park is $1,550.00 for up to 7.5 hours on site. There is an additional charge of $155.00 for each hour thereafter. The estimated cost for leak detection services at Jim Warren Park is approximately $750.00-$1,550.00.
