Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the development impacts to the South Prong Interceptor.

Background
The South Prong interceptor collects flow from the east side of Interstate 65 from the East McEwen Drive area and conveys flow under the interstate to the Spencer Creek Interceptor, around the Cool Springs area. As development continues to increase in this area from what has already been approved, the interceptor is showing signs of limited available capacity for the anticipated future development.

The Water Management Department (WMD) performs a capacity analyses on the collection system when large developments apply for sewer availability. This analysis shows where the proposed increased flows may pose a strain on the existing sewer collection system. It is from this analysis that the WMD determines if any offsite agreements need to occur to upsize appropriate infrastructure to meet this new demand. Also, as part of the analysis, the Board has set precedence for the development of a Capacity Fee in which can be assessed to specific areas in which large infrastructure improvements need to be implemented ahead of development that is already approved. This would allow the WMD to recover the costs of infrastructure that is development initiated, but at a slower pace.
