Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning transition of operations within the Sanitation and Environmental Services Department.

 

Background

As last discussed with the BOMA during the February 26, 2019 Work Session, SES has developed recommendations through a cost of service analysis with respect to various elements of their operations.  Two primary recommendations include:

 

§                     transition from blue bag recycling to automated curbside recycling, and

§                     eliminate commercial dumpster service

 

The presentation to the BOMA this evening intends to establish direction for staff to formulate the foundation of Resolution 2019-22 by eliciting feedback from the BOMA with respect to key decision points related to the recommendations above.

Not applicable at this time.

 

Recommendation

In seeking guidance from the BOMA, staff recommends the following:

1.                     Curbside Recycling

a.                     Should SES pursue automated curbside recycling?  YES

b.                     Should the program be voluntary or mandatory?  VOLUNTARY

c.                     Should there be an administrative setup fee? If so, at what rate? YES; It should be an administrative setup fee set at $4 per month for a 12-month period.

d.                     Starting point: propose to start setting carts the first full week of January 2020 (January 6, 2020)

2.                     Commercial Dumpster Collection

a.                     Should SES pursue elimination of commercial dumpster service?  YES

b.                     End point:  propose last day of service to be June 28, 2019

c.                     Provide approximately 3 months of notice (proposed to issue notice first week of April 2019)
