Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Local Agency Project Agreement (LAPA) with the Tennessee Department of Transportation (TDOT) for the SR-96 (Murfreesboro Road) Traffic Signal Improvements.

Background
In September 2017, the City submitted an application to TDOT to request a Congestion Mitigation and Air Quality (CMAQ) grant for the SR-96 (Murfreesboro Road) Traffic Signal Improvements project. In July 2018, TDOT notified the City that its application had been selected for funding through a 2017 CMAQ grant.

The project generally includes: the implementation of Automated Traffic Signal Performance Measures (ATSPMs), the deployment of Signal Phase and Timing (SPaT) hardware and broadcasts, the installation of Flashing Yellow Arrows (FYAs) where applicable, the replacement of traffic signal controllers with new Advanced Traffic Controllers (ATCs), the installation of improved vehicle detection, and the update of signal timings to account for the improvements to the 13 signalized intersections along Murfreesboro Road (SR-96), between Eddy Lane and Arno Road.

Since the original grant award notification, City staff prepared and submitted the necessary documentation to allow TDOT to issue a LAPA to allow the project to move forward.
