Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Alfred Benesch & Company (Benesch) for the design of a bridge over the Harpeth River and improvements to the intersection of Carothers Parkway and Lockwood Lane to allow for access to the new Southeast Park.

Background
On October 25, 2016, the BOMA approved Resolution 2016-69 to adopt the project list for Phase 1 of the FY 2017-2026 Capital Investment Program. This approved project list included the approval of $13,200,000 for the "East / Southeast Multipurpose Park." On March 27, 2018, the BOMA approved Resolution 2018-15 to adopt a master plan for the "Southeast Municipal Complex."

The site for this proposed facility does not have adequate access, as it is situated between Interstate 65 to the west and the Harpeth River to the east. Access to this site, will require a bridge across the Harpeth River and intersection improvements at the connection point with Carothers Parkway. This PSA allows for Benesch to provide the design of both the intersection improvements and the bridge. Another consultant will provide the actual park design.

Financial Impact
Engineering and Parks staff will work with Administration and Finance to determine the most appropriate and available source of funding for project expenses. Staff anticipates utilizing the Capital Projects Fund for project expenses. The General Ledger (...
